Every tool answers {notification, data, human_action}; data carries:
data.count— reports in this page.data.reports— [{reportId (for reports_getReport), reportType, processingStatus, createdTime, dataStartTime, dataEndTime, marketplaceIds, reportScheduleId (when scheduled), reportDocumentId (when DONE)}], newest first.data.nextToken— only when more pages exist — pass it back as nextToken (every other filter is then ignored).
