List active report schedules for one or more reportTypes.

Every tool answers {notification, data, human_action}; data carries:
data.schedules— list[dict], each with reportScheduleId, reportType, period, nextReportCreationTime (ISO 8601), marketplaceIds, reportOptions.data.count— number of schedules found.
