Every tool answers {notification, data, human_action}; data carries:
data.shipments[]— ASN headers, each the shape of noon_inbound_GetShipment's data.shipment.data.total_count— noon's total number of shipments for the account.data.next_token— pass it back for the next page; '' on the last page.
