st / STA-SplitFirst) copied from the master template into a workbook named after the plan in its own folder under Shipments/<store>/<CC>/<yyyy>/<MM>/; the Product Info IMPORTRANGE re-targeted to the FBA spreadsheet, row 9 filled by label, MSKUs from row 14, a _state tab (STA_CREATED). The human clicks the STA tab's D3 cell once ("Allow access" — the server cannot grant it), then fills Box No. (column A) per item row — Split First: Total Qty (column F) — before fbaInbound_orchestrate_packing.

## Arguments

| Name | Type | Required | Description |
|---|---|---|---|
| `store` | string | yes | the store ref `<store>-<CC>` (name-country, e.g. 'myStore-US') — one of get_user_context's store_refs, verbatim. |
| `plan_name` | string | yes | the plan name (the plan's Manage Shipments row). |
| `skus` | object[] | yes | the plan's MSKUs (the Manage Shipments SKUs cell, newline-split). |
| `case_packed` | string | | 'YES' (default) \| 'NO'. |
| `pallet_packed` | string | | 'YES' \| 'NO' (default). |
| `shipping_mode` | string | | the row-9 Shipping Mode GROUP (narrows the transport dropdown later); empty = every mode. Allowed: SPD \| LTL / FTL. |
| `shipping_solution` | string | | the row-9 Shipping Solution; empty = both. Allowed: AMAZON_PARTNERED_CARRIER \| USE_YOUR_OWN_CARRIER. |
| `preferred_carrier` | string | | e.g. 'DHL', 'UPS'; default 'Other'. |
| `fulfillment_split` | string | | text containing 'Split First' picks STA-SplitFirst, anything else STA-BoxFirst (default 'Box First, Split Later'). |
| `ship_date` | string | | ISO dates (e.g. '2026-04-07'). |
| `delivery_window_start_date` | string | | ISO dates (e.g. '2026-04-07'). |
| `unit_of_weight` | string | | the row-9 units; defaults 'KG' and 'CM'. |
| `unit_of_dimension` | string | | the row-9 units; defaults 'KG' and 'CM'. |
| `fnsku_label_size` | string | | the row-9 label sizes; defaults '50x30 mm' and '100x100 mm'. |
| `fba_box_label_size` | string | | the row-9 label sizes; defaults '50x30 mm' and '100x100 mm'. |
| `warehouse_code` | string | | the Shipment Setting row's code (e.g. 'CN'); row 9 gets the key '<store>-<CC>-<code>' the sidebar resolves to the address. Refused before anything is created when that key is not a complete Shipment Setting row — the refusal lists the codes that exist. |
| `fba_spreadsheet_id` | string | | the user's SellerSheet FBA spreadsheet (defaults to the workspace setting) — the Product Info donor and Manage Shipments. |
| `parent_folder_id` | string | | Drive folder override. |
| `source_spreadsheet_id` | string | | older name for fba_spreadsheet_id (that one wins). |

## Result

- `data.staSpreadsheetId / data.spreadsheetUrl / data.tabName / data.gid` — the new workbook and its stepper tab.
- `data.planFolderId / data.planFolderUrl / data.planFolderName` — the plan's Drive folder.
- `data.importrangeGranted` — always false here (the D3 click above).
- `data.addressKeyKnown` — false only when no warehouse_code was given or Shipment Setting could not be read — the human fills Send From Address (D9).
- `data.manageShipmentsFormulas` — {planFolder, planName} — write both into the plan's Manage Shipments row (columns by row-1 key) so the sidebar finds the workbook.
